He rules through pressure more than spectacle, tightening systems, laws, and loyalties until resistance feels impossible. Rather than relying on chaos, Vaashi makes tyranny feel organized, inevitable, and brutally efficient.
That is where much of his menace comes from. He does not need wild gestures to dominate a city; competence itself becomes oppressive in his hands. In him, domination becomes managerial, which makes his authority feel all the more suffocating. He makes oppression feel less like a burst of cruelty than a system designed to erase alternatives before they can gather force.
